David Stalheim started Mud Bay Consulting Services when he got his first contract doing historic preservation work out of college. (Mud Bay is where he lived in Olympia, WA.)
After that, David has worked as a city or county planner, affordable housing planner or transit planner for over 30 years.
David lives in Bellingham, WA.

David retired from public service at the end of 2020. The services he will provide are limited as a result.

I will also assist developers that are building affordable housing for low-income households.

David was the planning director for several cities and counties in Washington State and Oregon.
His work included a total rewrite of Everett (WA) development codes in 2020 and rollout of Bellingham (WA) initial housing levy (Bellingham Home Fund).
David has served as President of the City Planning Directors, served on the Transportation Improvement Board (TIB) and the Housing Trust Fund Policy Advisory Team.
